I think my cousin likes my step-brother she has commented on his good looks and she said well if he wasnt your brother i would do him any day. (Their age difference is 2 years) He is 17 she is 15. IS this illegal or not? I live in Canada. And I think they have kissed before.

It is completely legal. They are not blood in any way.

I know we are not talking marriage at this point, but....

A relationship is considered to be incestual if the 2 people are blood relatives. If you cousin and your step-brother aren't blood relatives they would not be committing incest.
However their relationship at this particular time would be considered statutory rape, thus it would be illegal, since your cousin is under legal age of consent, which varies by country, state/province, etc.
All legal matters aside though - since they are basically one family for them to begin a relationship would be like opening a can of worms, not a very good idea.

As long as there is none of the same blood running through there veins then its not a crime or a sin. But 15 is against the law.

No, that is a bit freaky, but it is not incest. It's only incest if they were blood related, so its not illegal either.
