Thor was the God of Thunder in the Norse mythos. He was the son of Odin. He was not the head of any religion, he was a member of a pantheon worshipped by ancient people.

You cannot say that people who followed Thor had a religion with a name. They also worshipped his father, friends, pets, and everything else. It was much the same as the Greek pantheon.

Sadly, though you do not want the answer "the Vikings", the truth is, Norsemen worshipped the gods of the (wait for it) Norse mythos. Which is...where it got its' name.

Norse paganism or Nordic religion is a term used to describe the spectrum of religious ideas which were common amongst the Germanic tribes living in Nordic countries prior to the advent of Christian missionary activity in Northern Europe. Norse paganism is therefore a subset of Germanic paganism, which was practiced in the lands inhabited by the Germanic tribes across most of Northern and Central Europe until the end of the Viking Age. Our knowledge of Norse paganism is mostly drawn from the results of archaeological field work and early written materials.

Norse. And Thor wasn't the king-god but the war god. Odin was their main god. It was a Pantheon, like greek gods. Odin would have been their "Zeus"
