I know my question sounds weird but let me explain. On the above mentioned interstates, I have noticed every several miles or so (I don't know how many) there is a solid white line that goes across the road from left to right. At first I just thought this was a Virginia thing, but I have noticed these lines on these interstates in West Virginia, Maryland, & North Carolina as well. What are they for?

They use it to time the cars speed between the lines. At a certain speed it should take a certain length of time to get from line to line. They can tell if you're speeding. They do it from planes and helicopters. Then they radio to the cruiser below to be on the look out for the car coming up. They do it in Ohio too.

Sometimes they're reference points for aircraft checking vehicle speeds. We have them in Colorado too. They're posted "Speed Checked by Aircraft."
However, south of Denver on I-25 around the Lincoln exit south there are bunches of lines running left to right across the road. Those are road paint tests.

I've seen that on 85 too, I think they are testing new highway paints. I really live in AL. and there that is what they say, so I guess that the ones I went over today in NC was the same thing.

I live in California, so I can only guess. Are they mile markers? Or perhaps, they are there to mark the spot where a Highway Patrol can safely go accross the freeway to the other side.
Only a guess, sorry.

Maybe it's where there is access to water or a fire hydrant so when fire trucks come to put out car fires, they can easily find where the nearest hydrant is?
