It sounds like a pinched nerve.
He absolutely needs to see a doctor. This will not correct on it's own or heal with time.

More details...does it happen after work, during work/physical activity, does he smoke, is he overweight????

Get him into the Dr immediately! Although he is very young, he can still have a heart attack or may be suffering from an unknown heart defect of some kind. Pain down the left side of the arm with tightness in the chest is the #1 symptom of heart attack/coronary artery disease. It can also be a sign of aneurism, which is an outpuouching of an artery that can explode and cause him to drop dead on the spot.

Due to his age, I think these are unlikely, but the symptoms sure sound suspicious.

Another possibility is that he has pinched a nerve due to some sort of repetetive motion injury.

Do not hesitate though -- see the Dr immediately!

Well really to be on the safe side I would go and ask your Dr. to write you an order to go the get some blood work done. It could be a muscle problem, a pinched nerve, a clot, a tumor or a lymph node problem. Go get checked. Don't be afraid conquer it before it gets any worse. A small little pinch in your arm and maybe 2 vials of blood, and about 1 minute can give you alot of answers.

Get him to a Chiropractor for an adjustment. It should solve the entire thing. It sounds like a pinched nerve. That will usually cause numbness.

I think a trip to a doctor is in order. He may have pinched a nerve at work. Or he may be having early signs of a heart attack.

He should go see a doctor, no one can diagnose a proper problem from this description, it requires more questioning and looking at the actual arm.

JEEZ TWO WEEKS AND HE DOESN'T SEE A DOCTOR?
MAYBE HE PINCHED NERVES, MAYBE WORSE. TELL HIM TO GET TO AN E.R. OR CLINIC
