In ancient Jewish tradition Satan is simply an angel doing the work that God assigned to Satan to do.
The word Satan means challenger. With the idea of Satan challenging us, or tempting if you will. This description sees Satan as the angel who is the embodiment of man's challenges. This idea of Satan works closely with God as an integral part of Gods plan for us. His job is to make choosing good over evil enough of a challenge so that it becomes clear to us that there can be only one meaningful or logical choice.
Contrast this to Christianity, which sees Satan as God's opponent. In Jewish thought, the idea that there exists anything capable of setting itself up as God's opponent would be considered polytheistic or setting up the devil to be an equally powerful polarity to god or a demigod.
Oddly, proof for The Christian satan/devil mythology is supposedly found in the ancient Jewish texts that were borrowed to create the bible. One can’t help but wonder how Christians came up with such a fantastically different interpretation of Gods assistant Satan in their theology.
Other hints about Satan’s role in human relations can be seen if you look at the name Lucifer. It’s meaning in the original tongue translates as Light bearer or light bringer. Essentially the bringer of enlightenment. The temptations of the Satan idea bring all of us eventually into Gods light. Hardly the Evil entity of Christian mythology.

Satan is an angel and yes he has power but not like God's.
No God is not everywhere, he is the heavens. “Will God truly dwell upon the earth? Look! The heavens, yes, the heaven of the heavens, themselves cannot contain you; how much less, then, this house that I have built!”—1 Kings 8:27.
Where is Satan? : “Woe for the earth and for the sea, because the Devil has come down to you, having great anger, knowing he has a short period of time.” (Revelation 12:12)
Satan has power over the 'world.' Matthew 4:8 Again the Devil took him along to an unusually high mountain, and showed him all the kingdoms of the world and their glory, 9 and he said to him: “All these things I will give you if you fall down and do an act of worship to me.”
Satan would not be able to give the kingdoms of the world to Jesus if he doesnt own it.
The Bible clearly states: “The whole world is lying in the power of the wicked one.” (1 John 5:19) When you think about it, does that not make sense? This world reflects the personality of the invisible spirit creature who is “misleading the entire inhabited earth.” (Revelation 12:9) Satan is hateful, deceptive, and cruel. So the world, under his influence, is full of hatred, deceit, and cruelty. But God is in control, time comes God will destroy Satan after he proves how man cannot live without God and would miserably man can be if Satan is ruler.

He isn't an equal match for God at all. God is going to destroy him, but first he needs to prove He is just by letting the effects of sin run its course. Satan accuses God of being unfair or tyranic. If God just destroyed Satan immediately without any reason other than the fact he rebelled against Him, that would only make it seem like God actually was unfair and tyranic. So, God allows Satan to use the power that he has as an angel to do whatever (to a limit of course), just like how He allows people to use their freewill to make their own choices.

Satan is no match at all for God. God could make Satan disappear in the blink of an eye. God doesnt destroy Satan because God believes that all beings deserve Free Will. God loves all. Including Satan.
Now God did help us to see through Satan's lies by giving us the Holy Bible. Read it for there will be a test.

Satan doesn't have the same power. He has other beings "demons" to do his work so he "appears" to be as powerful and everywhere like God.
He isn't a threat to God, this is a war.
Humans are envied in the spiritual realm. There are none like us. We were his creation that he loves. The reason Satan fell is he wanted to be as powerful as God and he couldn't.
The reason they are at war over our souls is b/c Satan tricked Adam and Eve and now sin is in the world to which Satan is ruler over the wicked.
This is a why he sent Jesus Christ, so we would have a chance to go back and be with him when we die.

he is not an equal match for God. God has given all he has created free will including angels. We have the choice to love and serve him or otherwise.
Satan was the most powerful and beautiful angel created by God but he turned against God and was cast down to earth and its here alone he has power.
God has power everywhere.
God loves us and this is shown in that he waits till we ask him to come into our lives and live in our hearts. and save us and make us right with him
The devil searches out our weaknesses and attacks them without our permission.
God is supreme and NO ONE IS EQUAL TO HIM

Satan is a blatant attempt to try and explain away the problem of evil/suffering (anything good is god, anything bad Satan did it) and clearly it fails in just the way you point out.
