They are not interfering with another country's judicial process, they are not making any demands at all. If the country the person fled from doesn't want him extradited, then that's perfectly fine too. Without getting into a debate about whether or not death penalty is correct, pretty much every country in the world makes the same requirement. There are a number of international treaties on Human Rights that have been signed by most countries (generally USA and China are the "major" exceptions) that actually prohibit a country from extraditing a person to death penalty. I would be almost certain that Canada is one of the signees of at least one such treaty, which means they are prohibited by international law from such extradition. It's not just them being stubborn.
