It would be when you are not sending a true 1080p signal to the LCD. For example, sending a standard DVD, cable channels or 480p/720p video game. Upscaling causes fuzzy edges, video artifacts or possibly noise in the image.

If you have a BluRay DVD player and outputting through HDMI at 1080p, then that is when your LCD is going to look the best.
