i have a restriction on my line could this be the problem, my old phone worked ok, and this phone works on someone else's home number

i have the dial tone but when someone phones it doesn't ring and it seems like it has been answered

Your socket may be wired backwards.
UK information for BT style 6 pin socket.
The line pair in on pins 2 and 5 and the ring is on one of the two in the middle - I don't remember which, it was 1982 when I learnt this stuff.
If the socket is wired backwards the ring current will present on the wrong pin, you will still get voice and dial tone as phones are tolerent to line reversal on 2 and 5 but the bell or ringer will not sound.

Gosh, this brings back memories.

Is there a dial tone? When you press buttons do you hear the touch tones? Is it a cord or cordless phone? I don't know what you mean by restrictions on the line.

call 151 free from your home ask them to run a line test its free
if there is a fault they will deal with that
if no fault on line return the phone and get your money back

Is the ringer turned on??
