i think that by base they mean core. but you get the idea

compound exercises should always be the base of any training program where size and strength are the priority.

flat, incline and decline barbell bench
military press
bent over row
back and front barbell squat
dead lifts and stiff legged dead lifts
close grip bench press

If you want to bodybuild you have to build quality mass other wise known as a "base" first. Stick to compound movements.
Bench press
Squats
Deadlifts
Barbell Curls
Military Press
Dips
Pullups
Reps should be 6- 12 occasionly going higher to change it up and shock the body.
