is it supposed to be putting 9 horses in 10 stalls instead of 9 horses in 10 horse stalls???
if that's the case, i know how!!!!
you have "nine horses". so just put a letter in one horse stall each. there are ten letters altogether, so they will use up all 10 horse stalls.

or the barn can serve as a stall for the 10th horse.
Another idea is you can leave one stall empty and put 3 in one stall.
I am sure none of those are the right answer, but they all would work.
