Yes. Some need to be supervised in order to behave. Picture a gigantic day-care with an omnipotent nanny. Unable to act accordingly on their own many need that opressive omni-parent to watch over them. Also if anything goes, it gives them someone to blame instead of taking responsibility for their own actions.
