It looks like he is hooked on you, but too respectful to allow himself go too far in case you reject his advances. The signs are pretty obvious, so if you are game let him into your heart. You will probably make his day and maybe even your own if that is the way you would like things to go. A little risk never hurt anyone. What can go wrong. You will either create much happiness between you or else a little embarrassment if either of you has read each other wrong. Where's the harm in expressing a little over-friendly affection?

Some men are more along the lines of "show, not tell". By his actions you can understand his meaning: he really, really likes you. And not only that, but he wants to be intimate with you, hence the kissing on the neck. But you can also tell that he values your friendship. He doesn't know how to say this because he might be clumsy with his words, but the meaning is pretty obvious.
The next move is yours depending on whether or not you like him.

Sounds like that he does like you more as a friend to me. My boyfriend use to do that with me when we were just friends. That changed when we first kissed out of the blue a week or so later.
Plant one on him next time his forehead is on yours. I betcha he will return that kiss my friend.

I think he really wants to kiss you but wants to be respectful about it and he wants you to know how much he likes you.
If you're into him then my advice would be to initiate the actual kiss. Sounds like you've met a good guy.
