oh my gosh, i've experienced a guy like that before.
he didn't stop pestering me for TWO YEARS.
i told him time and again NOOOO... of course nicer.. such as "i'm sorry, but i'm not looking for a relationship right now" or "let's just be friends because i wouldn't want to hurt the friendship we have now" haha

there is no easy way to tell someone you don't like them that way! but keep bein honest! if you lead them on and go on a date or something they will get hurt more that way, tell them you reallly just wanna be friends
