Your going through what nearly 23% of people throughout the u.k also are experiencing. The probs you face is that if you try to tackle the situation yourself, you will prob find your nightmare will get worse. Under current u.k legislation, you will find that she is breaking the law in many act's. It's down to you which path to take as your choices are as follows..
1) Respond with a little bit of harsh and tough tactics
2) Move away
or i personally would go to your local council and explain to them on each occasion you have tried to resolve this matter within the law, you experience threatening and anti social behaviour from her. Also make clear the fact she has an alcohol problem, and try to get some of your neighbours on your side. I will be honest, unless your rich and famous, the government of today don't really want to know. I would also mention you feel for her life ( even if you dont ) and explain you have heard her stating quite clearly she wants to comit suicide. The current Mental Health Act can only admit someone if they are willing to go or, if they are a threat to society. Drink will confuse her state of mind to which should be taken into account. With regards to the tv, call the police saying the t.v is on loud, and when you asked her to lower the volume, she responded with violent and threatening behaviour. Your in a hard situation, but don't let this continue as it will probably get a lot worse. If you need further help, or just a chat, e-mail me and i will research this in more detail for you. All the best

If you are both or she a council tennant you can call the council and ask for advice on what to do. You can report her also because she shouldn't be nasty about things and you can complain about her.

Problem is she wont listen to reason so you may be wasting your time. Try writing to her asking her to have a little more respect and see what she says. Let the authorities deal with her if she doesn't listen.

Most communities have noise laws especially like after 9 or 10 pm.
Get a lawyer.

best thing to do is move, or just burn her place down one night, with a little luck she wont have too much longer to live anyway so you should just cross your fingers and hope for the best. or you could buy her a pressie of absynthe that you kill her pretty quicker, ive also heard of a mushroom that can be dried, powdered and put in alcohol that will make anyone who drinks more booze voilently sick.

Not sure what to do. Call the police and tell them about the disturbing, but remain anonymous. You've already done this question.

Obviously the lady needs help. She wouldn't be aware she is causing these problems. How has she ended up being an alcoholic?

phone the social services...they have to come out and check this lady out.
Also if she has tried to take her own life she should have a CPN community psychiatric nurse. If she doesn't now she will of when she tried to take her life.
Someone will do something...just explain everything.

Good luck......also explain to your boss too

Unfortunately she must hit bottom before it might hit home.
I also have a freind who has that problem they are wonderful but drink 24-7 blacking out everything, especially acting like a huge *** when drunk.
But they don,t think they have a problem , they have to help themselves a little to. sorry not to easy to help them.

I turn on a fan and my own tv to drown out the neighbor's noise.

ask her politely one more time, and if she refuses, call the police! She is causing a disturbance, just like some loud party would be.
