There is gimp an open source program as powerful as photoshop but slated for not being as usable, plus it has an interesting name.
For simple things I like picassa by google. even my technophobic sister can use it without asking questions every 5 minutes.

Adobe Photoshop is expensive. If you only want to touch up your digital photos (crop, change colours & contrast, etc), Adobe is offering a free beta version of their photo development suite Lightroom for a limited time. You can get it here: http://labs.adobe.com/technologies/lightroom/
If you want a free alternative to Photoshop that lets you draw, etc, download GIMP here: http://gimp-win.sourceforge.net/stable.html
If you want to download Photoshop and not pay (not legal in most places), look for a Torrent of it on http://isohunt.com.

adobe for photoshop but it will charge you. the google pack has Picasa which is free but can only do basic editing.
