Chlorine. You need either a whole house filter for "chemical taste and odor. You can also filter just the bathroom if you have access to the pipes. There are shampoos for colored hair. They are buffered to take care of the problem, try one of those.

Well, that depends on what kind of water you're getting into. I'm assuming that it's a swimming pool; either that, or you need to speak with a your local city official right away!
In order to keep a swimming pool clean, some people put in a lot of chlorine to cancel kill germs and bacteria introduced into the water. Normally it isn't a lot, but you know, some people have a tendency to go overboard. Prolonged exposure to chlorinated water in swimming pools will bleach your hair: for black hair, it slowly turns it a subtle shade of brown. However, for blond hair, the water makes it initially an almost-platinum blonde before it starts adding a tinge of green.

As said above, it's probably chlorine. Lots of cities use it to kill bacteria that could make people sick (but then your water smells and tastes like a pool).

Try using a clarifying shampoo. It may help remove the build-up. Also, if you can afford it, buy a couple of gallons of purified water (my local Wal-Mart has 'em for a dollar each) and use that to rinse your hair after washing it. It might help. Good luck-- and hey, you could always go to a city council meeting, point at your head, and say, "Could you maybe go easy on the chlorine?"

Chlorine will do this to dyed blond hair.

However this is usually something you encounter after swimming.

If you have that much chlorine in your drinking water either contact your water company or install whole house water filters.
