I here a hissing noise every time I go to raise the hood.The engine is off and it scares me .Could it be a snake or what? I have not fully raised the hood.

if the engine is off and cold then maybe it is the hinge
next time you go to a gas station go to someplace and have them check the oil
if they survive then you know it is not a snake!

Chicken... snakes do not live under car hoods.........you probably have a bad radiator and thus the need to raise the hood and check is more important than you have considered

IS the airconditoning on or defroster been on, its probably equalizing ac pressures when the engine is off.
