Hi Russell...if your cat hasn't been spayed/neutered this would be the first order of business to disontinue the spraying. The longer a cat is not altered the more the spraying will then become habitual and long after a spay/neuter it may be difficult to cease the inappropriate behaviour. Most shelters worldwide will perform the spay/neuter for a low fee and some will do it for free for qualifying recipients. In the meantime to remove cat urine odours consider Nature's Miracle Just For Cats found worldwide at most pet stores. It's an enzymatic neutralizer which works by breaking down urine proteins by thoroughly soaking the areas affected and allowing to air dry. Repeated applications are necessary for heavily soiled areas.

If your cat is male, he is spraying to mark his territory. The spraying can be worse if there is another cat in the house. The best advice is to spay/neuter your cat. Do this as soon as possible so this won't become a habit even after neutering.
There are many organizations out there that have a network of vets that volunteer their time because of their genuine love of animals. They can offer low cost vaccinations, worming, claw trimming, wellness exams, and spaying/neutering services at lower costs if money is an issue. Search the web and ask around, and you should be able to find one in your area.
Spraying leaves a horrible smell, and neutering your cat will eliminate this problem, and will help keep the number of homeless and unwanted pets down.

to stop it all togetrher, get it spayed or neurered (and all other cats in your house)

there are a number of products you could by to try deter the marking or spraying like a feliway diffuser which is supose to calm the cat down meaning less marking.

im not sure of the otehrs, ask your vet or local pet shop.

in my experience though, the products you can buy, dont anctually work very well at all:(

which is why my male cat is now neutered.

the best way to stop this is to havehim castrated, as as a male cat he is sparying to mark his teritory.

clean it up and then put chilli powder or pepper powder in the place the cat sprayed

I think about the only thing you can do is consider getting him neutered.
