It just depends where the set comes from. In Japan, the seats have 5 cups, in the USA they have 4 cups and in France they come with 6 cups. None of them is logical, it's just a question of culture. Maybe it means that families used to be bigger in France than in Japan than in the US. But it's probably a long time ago and the habit is just being perpetuated.
