My grasp of Jap history is not good, but generally this is what it says:

Right line down "By order of the meiji emperor, personal knife, shadow make (i.e. the trial product before a blacksmith makes a actual one)

left line down is a bunch of names, the last of which is probably the maker of the blade.

Ok.. this is very difficult ..
this is japanese kanji translation :from the right from top to bottom it says Meiji saintly emperor ( 明治聖帝), distribution sword (御配刀) , and shadow hitting (影打) . The next line from top to bottom it says, month mountain true (月山真一), ten XX(something)forming(十X成), and The same work (彤同作)

In the picture, it seems like it's a samurai's sword.. and this can be read in traditional chinese too!
so i've done the chinese one :
The Meiji saint emperor imperial matches the knife shade to hit Yueshan really 十X成 <---(this is the part i don't understand, becuz i cant identify the letter in the middle )Tong T'ungtso

This is all i can do !!! Hope it is what you want!!
