I know this is going to sound dumb but the truth is just talk to him about regular school stuff and become friends until he is more comfortable with you and if he starts to flirt with you FLIRT BACK and maybe you will get together in the long run!
hope this helped ;)

Guys like girls to be frank, but not abrupt. saying "I would like to grab coffee (or drinks, burger, or a game at school, just about anything) with you, would Sat afternoon (or whenever) be a good time?" does two things... you say "I" and "Like" in the same sentence as "you", ... and you set a date that is difficult to turn down, but doesn't come across as incredibly pushy. Yes, this is risky because this is how a friendships starts, but you have the appointed time to re establish the relationship. And don't be afraid to be friends first. Despite what you see on television, friends make the best relationships. My current relationship has gone 16 months, and this is how I started everything. And if your not into "relationships" it's still a great way to intice anyone new or interesting to go out and have a blast with you!

You don't tell him at first.
Kinda flirt a little, but don't go way overboard, cuz then he'll think something's up. Compliment his hair, his shoes, anything you find attractive that won't seem too personal.
Then after a while, when he seems to like the compliments, and like YOU, try to pretend to ignore him a little. Still talk to him and stuff, and every now and again compliment more. But kinda cool down. Then he will want you back, and chase after you.
Once you know he wants you back, start to be friendlier, and warm up to him again.
If he seems relieved, then cool! Great!
Ask him out.
Good luck, I hope this works for you!

Just walk up to him and start talking. You don't have to tell him right off the bat that you like him, He will figure it out eventually. Invite him to go somewhere after school close by for a burger or something or help with homework. (It's the 21st century & some guys actually like a girl with spunk) Who knows, maybe he likes you too & doesn't know how to approach you. You will never know until you try.

Do it discretely if you are shy, by asking him out to lunch or coffee on a sheet of school paper, as to not make it obvious as a note, but more it will seem like "class notes".

Talk to him, ask him out! Dont wait for him to do it. Make sure its in person not phone or txt and dont have a friend do it.

Walk up to him. Say hello. Say you like him and ask him out. Its simple as that. Execpt people won't do that cause they are scared.
