is it possible to wire a 15 pin vga cable into either a 5pin S video or RCA plug ?

No -- the VGA cable has RGB signals, while the RCA plug is composite video (all three combined into a single signal). S-video has two signals, but they are not a part of the VGA cable, either.

You need a graphics card with video out (expensive) to go to RCA or S-video.
