If President Bush wants more troops and Congress wants less troops who can control this? Can Congress Undeclare war? PLEASE NO PARTISAN B/S

If President bush wants more troops and congress does not as Nancy pelosi said,then the President can ignore congress and still send the troops. However,the congress can refuse to give him the money to fuel the far and in doing so the president will give in or send them anyway.. I dont see congress cutting off the money if he sends them anyway! Its how Viet Nam ended!

We are already at war with Iraq congress gave him the right back in 2003. The president can't declare war but he can send troops anywhere he wants to he is the commander of the armed forces the only thing congress can do is cut off funding.

There was a formal declaration of war against Iraq from Congress, because, like you said, only Congress can declare war (although the President can pursue military action for 60 days without congressional declaration). However, since we are already engaged in Iraq, troop level is [unfortunately] at the discretion of the President.

Just like they did with Vietnam in 1975, Congress can withhold funding to execute the War, thus effectively ending it. The War Powers Act, however, gives the President 60 days to use the military for whatever reason, before he must ask Congress for permission. Congress does have the last word on war - period.

TO the 1st dummy who obviously failed civics in high school Article 1 section 8 of the constitution give only congress the right to declare war

We have not formally declared war in Iraq. Congress has authorized a military engagement there.

the pres is commander of the armed forces during times of war.

a war is not officially over until an objective has been made. the objective in iraq is a stable democracy that can defend itself.
so, when that happens war will be over.

but congress cant undeclare war, that is called surrender. and surrender means to lose, and no one wants that, regardless of politics.

It will be interesting to see if Congress can reassert some of the rights it has lost. The Constitution is on its side!
