Go to the airline ticket counter nearest you tell them that you want to buy A ticket for some one there ,they'll arrange to have it picked up in the Philippines at the airport. Probably best to phone the airlines that fly from the Philippines first to get info on where to go to purchase the ticket or if you can buy it over the Internet.

You can try to access the airline website and buy a ticket through it, especially if it is an E-ticket. You should be able to pay by credit card and also print out the E-ticket.

In fact, there are several ways. One way is to go to the airline and ask them for a prepaid ticket. They will send a prepaid ticket advice (PTA) to their office in the Philippines for the person there to pickup his/her ticket.
Another way is to issue it in the US and send it by mail to the Philippines.
The future is coming and ticketless reservation is growing. So some airlines need to issue no ticket. You just make the reservation, pay the fare, and then pass the reservation reference to the passenger. They just have to show up at the airport with their luggage and documents along with the reference to travel.
