Are there any signs that he is actually going to break up with his girl or are they happy? If they are, steer clear its not worth the trouble. However if he does break up with her and you want him to notice you be confident and ask him for a drink, theres nothing guys like most than a girl with confidence.

Tell him you like him. If he says whatever or something like that then he isn't worth it. There are plenty of people out there that will like you back. If he doesn't like you don't waste your time on him. Go for someone that likes you.
