No, the car that is doing the towing must be taxed and insured the car being towed is not required to have either.

A car on the road MUST have relevant insurance. It doesnt matter if its being towed by a rope, A frame or dolly.

The only legal way to transport it without insurance is on the back of a truck or trailer or driven by a trader with trade plates in his name.

If you are a private individual the car must be deemed to be road worthy, eg insurance , mot, taxed. If not it must be on the back of a transporter. The only way round this is to borrow some trade plates from a motor trader, but the car still has to be safe to travel on the road.

a car if on the road being towed has to be road legal i i queried this question a while back with my local police on a car i was scrapping, it would be cheaper 2 hire a trailer rather than risk a fine or accident

Yes, unless it's being towed by a registered recovery vehicle (AA tow vehicle, etc.)

I got done for no insurance many years ago using a towbar to tow an unregistered and uninsured car. Very expensive mistake on my part.

If it is being towed on a rope then yes but if it is being towed on a A bar then no. If the towed car requires someone in the car to steer then it needs to be insured.

This may vary from place to place. Where I live the tow vehicle assumes the liability of the vehicle in tow.
