I bought a used 1989 Camry, but it seems like the seatbelts don't work. I yank on the sealbelts real quick to see if they catch/restrain, but they don't. Is this common for the older cars to maybe only restrain if you hit or get hit? I took it back to the seller and told them to fix it! They also had another one of the same cars there, so I tried yanking on those belts as well, and they didn't catch/restrain either. Anyone know if this is common?

clean them with brake cleaner or WD :)

Some belts have to lock by internal components that activate under quick or sudden forward stop action, your belts may be fine.

i own a repair shop,and they will catch in the event of an accident,,try this ,as your braking,,or turning a corner try them,they have an automatic leveling device built in to them,and most of the time try wont catch under normal circumstances,,but if you start down a hill try them,,mine are like that,,they will catch though,,good luck hope this help,s.

The feature you're referring to is a pretensioner, it may not have one or they may be broken. I would recommend buying new belts or going to an auto salvage and buying new ones (well new to you).
