yes and no, it depends who you ask. Most people would say a hooker has the morals of Satan but what about the secret pedophile who is a piller in the community? Who would you trust to babysit your 12 year old. The hooker or the pedophile. Most parents out of common sense would choose the hooker as disgusting as she is. At least she's not going to rape the child.

There was a man who had four sons. He wanted his sons to learn not to judge

If you give up when it's winter, you will miss the promise of your spring, the
beauty of your summer, fulfillment of your fall.
Moral:
Don't let the pain of one season destroy the joy of all the rest.
Don't judge life by one difficult season.
Persevere through the difficult patches and better times are sure to come

Yes, you can.
Now, a person is always able to change if they choose to. So, for example if a person had a really checkered sex history but they had completely owned up to it and repented for it then I would say that they had a moral character change. I would not hold their past against them either.
But if someone thinks that sleeping around with a bunch of people and/or cheating on their spouse/girlfriend/boyfriend is okay and they do so without remorse that definitely says a lot about their moral character - it's bad bad bad.
BTW, one of the definitions of 'moral' is 'conforming to a right behavior'. If a person is promiscuous and shows no remorse over it how could you define that behavior as 'right' behavior?

I have a checkered sex history, to say the least, but I earned it back when I had no moral convictions at all.
People do change. I think you'd be better off judging someone by their current sexual practices instead of their past.

Of course not. I consider myself a generally good person even though I've done just about every sex act in the book (excluding A to M). Besides, a person's sex history is their business and theirs alone, and is no concern of anyone else's. A person that enjoys sex can be a good or bad person. As long as their history doesn't include rape or child molestation, I don't see how it would or should hinder anyone's judgement of them.

We are taught to be discerning.
We are also given guidelines to aid in discerning.
If a persons sexual history indicates low morals, than a person can discern that this person is of low moral character.
I would discern that the stripper that accused three Duke players of rape is of low moral character from all the information that she and the other stripper have said, and what has been uncovered about the DNA found in her garments.
It is not rocket science.

No. Each men has an temperament, his character try to keep his temperament in the moral values, but this is a long, constience, fight,need times, and costs many sufferings.. Mens knows when they are wrong.
We must apreciate ,when an men become moral,he is a winner.
The past has his importance,and his time,now it is dead,we mustn't judge it,was payed with enaf sufference.

"Morality" is a mental construct in definition and the definition changes depending on the perception of the "beholder". What you consider "moral" I might not agree with, so it's not wise to "judge" based on your opinions and perceptions of things alone. Judging people isn't really nice at all anyway, it's more skillful to work on your own character instead.
