I think this Q? itself needs analysed.

I will interpreter energy as penitrative capacity.

Heinz M is right.

Infra-Red wave longest wave length, and low frequency, less penitration, it burns things on contact depending on the intencity of the ray.

Ultravilolet and beyond(RF, X-ray), more penetration.

How damaging will depent on intencity as far as all rays go, high intencity visible light rays can damage ones eye as badly or more then the ultraviolet and other rays.

Blue and down (visible light) and below red, essentially all radiation that has a lower frequency.
X-rays and going up through gamma radiation have higher energies than violet
