This is natural. most birds puff up feathers when cold to trap air next to their bodies so they can warm up the trapped air and be warm.

budgies usually puff up them selves to intimidate other birds and they also tend to puff up alot when they are molting. If your bird was ill, there are probably other symptoms too so I rule out illness. However, they may be cold. I recommend you check the temperature with a thermometer when you notice they fluff themselves up.In this case, I sugest you raise the temperature or if you dont have a thermostat, simply throw a blanket over the cage. I wouldn't worry about this too much because I have budgies of my own and they always do this.

Parakeets elect to try this! they are happy to work out you, and additionally they are shaking their feathers to shake the feather airborne dirt and dust off. in the event that they are sick they are going to be quiet, out of kinds, and sniffling, and their feather will stay fluffed without going back to standard in the event that they are sick, otherwise he's doing good!

they might be cold - see if it's drafty around their cage and adjust the thermostat if it seems cool. my canary puffs his feathers a lot, too.
