It doesn't mean that, for some it takes more then just making out to turn them on.
Next time when you are making out, try massaging his genital area through his pants with your hand.

Some men learn how to control that particular bodily function, and will make a concerted effort not to become aroused anywhere public, etc. And sometimes we're rather concerned that you ladies will be annoyed with us if we do become aroused while... uh. Making out. Because then what you might be seeing as romantic and all can seem more lustful and sexual - and some women freak about that. Lord knows why, but they do.
Might not be the case here - I can't see into his mind, I'm afraid - but it's a thought.

Where is it written that a woman on a date judges her date by whether he gets hard or not???
Are you happy to have his attention?
Does he enjoy being with you?
For goodness sakes, if you want to jump him, just provide some oral stimulation and the rest will take care of itself.... Geeezzz

Do you touch him down there? Maybe, he has a hard (no pun intended) time getting aroused!!! Ask him if you can help....even if you can't, at least you'll have fun trying!!! It may just be that he is nervous too...just talk to him about it!!!
