if this is true, how do you enable and disable this procedure?

Actually you cannot. As long as the computer has an active internet connection it is basically open to anyone with a smidgen of computer knowledge. You can lock andor make files very difficult to access/read and write to. But the base fact is if you want to keep it private, the very last place you want to store it is on a World Wide Web of Information. Then again, you can use that to your advantage, just muck it up so it appears to be just another innocuous file and ten it slips right past any micro bots or data sniffers.

If you r using Windows XP on ur cpu, there is a tool called "Remote Access" which u can enable with a couple of clicks. (use "Help" for tutorial)

If you are talking about remote access then you can disable it by not giving your email address or have no shared-info with other people.
