Try OLIVE OIL on ur skin for hands and face every day apply a little bit of olive oil on ur palm and then message ur whole face with it and keep it at least an hour without wash everyday. You will notice the difference. And also when u go out use perfume free moisterizers as perfume makes the face dry. Try DP lotion from the Pharmacy it works a charm.

for dry patches you can use aquaphor....its a bit more expensive but my mom used it for her psorisis and kept the dry, scaly patches smooth
There is another cream that can't think of the name but it has a blue top and flags on the bottle or jar..it does really well
My skin is also dry this time of year and its a constant battle.
Oh, and for the feet..wear tennis shoes instead of the mules, slides, thongs or what else like those it causes dry skin to build up on your feet with no cushioning to your feet...was told this by foot doctor

I do too especially when its cold out or i just come out of the shower.. i mix baby oil with my lotion and it feels good-- one other thing that feels good on skin is body butter! its sold at the Body Shop or walmart!!

try to get hydrated on the inside first. I have the SAME problems and I moisturize regularly and drink lots of water. I think its very important to eat healthy too. Lots of fruits and veggies! Less caffeine and sugars because they dehydrate you. Pay attention to your lips and thirst, when they are chapped or you are thirsty, drink drink drink! It is a sign you are already dehydrated.

don't use ordinary soap,use glycerin containing soap.eat plenty of nuts and oily foods.rub olive oil over the dry skin after bath,and at night.

for your feet, smother them in Vaseline at night, then put socks on and go to bed. In the morning, TADA!
Also, try using a scrubbing wash pad or something. And use a cream with silicone in it.
