If a mass is already classed as being a 'rock' then it can only be worn down. For example the rocks that make up cliffs are worn down by errosion from the sea in several different ways: attrition, solution, hydrolic action and abrasion. The chemicals in the sea water dissolve the rocks (solution), smaller rocks being carried by the sea hit the cliff and cause particles of the cliff rock to be broken off (abrasion) and the water from the sea is forced into cracks that already exist in the cliff rocks and the pressure this builds up causes the cliff rock to break apart into smaller pieces slowly being eroded or worn down.

Both - a good example is a volcano. A volcano spews out lava (molten rock) which solidifies and is immediately attacked by the surface elements like water, wind, temperature etc. causing erosion. As soon as a rock is formed it begins to erode. Nothing is static on this planet; everything is in a state of change.

They are constantly being worn down by wind and water and constantly being made by time with the earth's pressure upon itself(like the Petrified Forest). Living organisms have lost all their moisture and hardened by time.

You can most certainly say both, because that is what is happening.

Rocks are eroded by wind, ice and water. They are being created in volcanoes, geological faults (can't remember the name - not a subduction zone, the other one) and by sedimentation.
