Newsflash: Despite what you may have heard, dogs don't speak in words. They are incapable of forming words with their vocal structure.
However, can dogs communicate? Very definitely yes! They use primarily non-vocal body lamgauge, and in fact are very highly attuned to it. They can communicate vast amounts by the shape of their mouth or the set ot their ears or tail. If you train dogs you will find that they respond much better to hand gestures than they do to verbal commands.
And yes, they can convey emotions. The glee on my cokcapoo's face when she pulled a practical joke on my dad was very obvious. The sadness they express when something bad happens or they aren't felling well is also clear. I have seen embarassment when they slipped and fell off the bed. When they are trying to work me over for an extra treat they make their fellings quite known.
But it is all done through body language. Vocalizaions are used as alerts or to reinforce as they when barking at a passing dog or growling while protecting a bone.

It's all pretty much body language. They can also tell the emotions of other dogs through the way they bark, but that's also accompanied by certain body language.

my dogs seem to comunicate by body language and emotions. you can tell if they are happy, sad, etc. it is really cute when they come over to the other dog and lick their face, cuz they love each other.
