If you don't have the money to take your cat to the Vet, just call your Vet and explain the situation to them.
Most Vets will work out a payment plan for you.
If that's not an option then call you local animal shelter or ASPCA, they may be able to provide low cost Vet care for your cat.
For now use a warm wash cloth ( use a white one, the colored ones may bled dye into the wound ) to clean it out.
But please try my other suggestion too, you don't want his toe to become infected, if it does that could lead to an infection of the whole foot or leg.

The salt solution wash/soak is very good advice. He may need antibiotics if there's any sign of infection. Keeping the wound clean is the most immediate concern. If your local SPCA won't help you out for the vet, please try to find out which rescue groups are in your area. One of them might be able to help you out. Internet can help you find them, as few really advertise. For a start try the Petfinder site. Key in cats, and your location. Beside each pet will be the name of a rescue group & ways to contact them. You also may end up needing one of those 'Elizabethan' collars to keep him from licking. Money being a concern, try your local Freecycle group (google to locate) to try to get what you need for him. Best of luck, try not to panic. Maybe you could post the question again with your city/state, and get an answer from someone locally who already knows of aid in your area?

Mixture of saline:
1 part salt
5 parts water
Boil the water and remove it from the heat as soon as it starts bubbling then add the salt.
Let it cool so you can comfortably submerge your finger in it and rinse his paws it in three times a day...making sure you gently pat his toes dry after cleaning it.
Offer him lots of water in case he ingests some of the saline by licking his paws. Try to keep him from licking them if at all possible.
If you can keep him from licking his paws at all, use Neosporin or another antibiotic type ointment or cream after you rinse and dry his toes.
Don't let him go outside at all if you can make him comfy inside. You want to avoid any sort of dirt or grime getting into the wounds so use kitty litter that has the large pellets instead of the fine, sand-like litter.

You could try warm salty water to bathe his paws, just so you can see the extent of the damage. This will sting the cat but it will also help him.
Be sure to take him to the vet, and speak to the about your financial situation. They may let you pay the bill off.
Good Luck.

Where do you live so I can call animal control on you.
They will take the pet and get it assistance if you can't afford it. Who's to say if you would get it back.
Answer me this...why do you own animals if you are not financially prepared for emergencies?
