Yes, they do.

The point where the scapula (shoulder blade) bone rises above the spine -- directly behind the neck -- is called the "withers". This is horse-structure terminology.

The long, flat bone running along the ribcage at an angle to the chest is the scapula. You can feel it if you run your fingers over it.
