Cigna has multiple insurance plans. Also, some procedures are required to be covered, in some states. So YOUR coverage will vary by YOUR plan, and YOUR state. In *my* Cigna plan, sterilization IS covered, but sterilization REVERSALS are NOT.

If you have Cigna insurance- call the number on the back of the card. The insurance rep will be able to tell you if it's covered on your plan.
If you are looking in to getting Cigna insurance, you'll have to check and ask specifically when signing up as to what sort of sterilizations are covered.

Check your plan benefits. Because there are literally hundreds of variations of plans within the same insurance company, it's absolutely impossible to answer this. (Different employers allow different things to be covered.) Call member services and ask them to check your specific plan.
