It really depends. She should kind of be able to estimate how fast her hair will grow on her own.
Most people's hair grows at a rate of 1/2 an inch per month. But I also know people who get that in a few weeks. All depends on the person.
There are no products out there to increase the rate it grows. Massaging the scalp does bring blood flow to your head, helping the growth of hair, but barely enough to notice a difference (you should be doing that everyday anyway just to promote healthy hair).
If its say to the top of her neck, and she wants it just to her shoulders, she'll be waiting about 5 to 6 months.
Also different ethnicitys hair can grow faster or a lot slower.
You just have to judge off observations of your hair growth from before.

My stylist told me that your hair grows one inch every month. So if her hair is neck length it should be down to her shoulders in 1-4 months or so. (it depends where it is on her neck) I recomemmend using a hair mask every week or so, for your hair to stay healthy and grow longer. Good Luck!

Hair growth is about a half an inch a month on average. Supposedly, massaging your scalp helps with hair growth but I doubt that it would be substantial enough for making the effort to doing it regularly.

the hair grows 12 cm per year, products cant make it longer but can make it healthier so dont think anything will make it tall, its only 1 cm per month, but keep it healthy and trim it every 4-6 weeks

hair grows 6 inches per year...so perhaps 1 - 1/2 yrs...it also depends upon if your friend has curly hair ... as, curly hair will not look as long as it actually is..
