You are drinking a lot of mineral water..that is the PROBLEM.

Try drinking ordinary water. It is now purported that the bottled-water industry has, in some instances, added salts to "mineral water" which makes you thirsty, wanting "more water".

Forget the "modern look" of carrying a bottle of water around, and if you must, fill up your "bottle" with tap water and drink that instead.
Meantime, put some petroleum jelly (plain) on your lips.

I have had the same problem lately. Before going to bed I rub some Vit E on them and it seems to help. I have been doing it every night for the past week. Seems more the top lip than the bottom and I drink a lot of fluids.

Lips dry out when there is a lack of humidity in the air. This is especially true when the furnace is running. I would suggest that you apply Vaseline at bedtime nightly or use Chap stick regularly. It will improve dramatically in a few days.
