That celeron chip is fine.
What you need is a graphics card.
Go to newegg.com and pick up a GeForce 6200 for like $40.
You'll be glad ya did
That will fix all your problems and you'll be able to play more games and sell your old card for $20.
It kinda sounds like it's partly a directx problem or a driver problem though. You could probably get it to run for nothing, but you'll need more graphics card eventually anyway and a new card comes with a driver. You just unplug everything, take a few screws out, pull the old card out and stick the new one in and reboot and feed it the cd and follow instructions.
Ya got nothing to loose by trying a few things first though.
Here's a link to the newest driver for your card:
http://ati.amd.com/support/drivers/xp/radeon-prer300-xp.html
and you might also try installing the game graphics guts from Microsoft found here:
http://www.microsoft.com/downloads/details.aspx?FamilyID=0a9b6820-bfbb-4799-9908-d418cdeac197&displaylang=en
What you have should run Google Earth 3 though. The beta 4 takes a little more juice, but you should be able to run 3. Anywho, there is something else wrong and if it's worth $40 to just upgrade and skip figuring it out, do that.
You might try opening the case and pushing on all the cards and wiggling them to make sure they are seated right.
I'm not sure if you have PCI, AGP, or PCI Express Graphics, but here's a few cards that may be what you need.
this one plugs into an AGP slot (brown)
http://www.newegg.com/Product/Product.asp?Item=N82E16814130053
this one plugs into a PCI slot (it's white and will have others that are just like it near)
http://www.newegg.com/Product/Product.asp?Item=N82E16814130188
The other type of slot is PCI Express. It's probably not what you have.
You might have onboard graphics. In which case you may be able to make it better by entering setup when you boot up and finding an area where you can increase the amount of ram you let your onboard graphics have. In any case, it should not be crashing your machine.

Try updating your video card drivers from the ATI website. Quite often with a new pc these are outdated. Also be sure to check system settings such as that hardware acceleration is enabled and that your system meets or exceeds the minimum recommendations on the game. Also be sure to check if a firwall is denying access to the game and ensure that not too many background programs are running. I hope that helps.

probably the reason your computer wont run 16mb graphics games is because 16mb games are mostly not made now and you would have to change the compatability of the game if you want to run it.
the best thing to do would be to buy a new graphics card, geforce 6600 is good enough for all games out at the moment.

Your computer sounds a bit underpowered. What are you trying to play? You might need to add new hardware to it.
It could be a faulty PC either. Complain to the store where you bought it.
