IN THE BASEMENT THERE ARE THREE LIGHT SWITCHES IN THE OFF POSITION.EACH SWITCH CONTROLS ONE OF THREE BULBS ON THE GROUND FLOOR. U MAY MOVE ANY OF THE SWITCHES BUT U MAY ONLY GO UPSTAIRS FOR ONE TIME.

first u switch on the first switch. after some time switch it off and switch on the second one.
now go upstairs .the second switch controls the bulb that is glowing.touch the other two bulbs.the one that is hot is controlled by the first switch and the remaining one is controlled by the switch we did not turn on(third)

Are you sure you're phrasing the question properly? I've heard this riddle before, but it was quite different, and pertained to a light on the second floor.
Regardless .... turn on switch 1, wait a few minutes. Turn it off and turn on switch 2. Then go upstairs. One lightbulb will be hot, one will be on, one will be cool .... easy way to determine which light is controlled by which switch.
