What's a "tounge"?
If you have ever hear deaf people try to talk all you get is meaningless blathering sounds like runaway baby talk. They don't know how to shape their mouth to form words because they cannot hear the results.

(Yeah, it's "deaf" not "def" btw.)
Yes, deaf people can be taught to talk. I heard about one man who put his hand on his parent's voicebox so he could repeat the vibrations that it made to make the same sound and say the same words, conclusively.
It's a very difficult process and I have no idea how they manage to do it, but they do and I am in awe to those deaf people out there that can speak - they take time out to be considerate towards us and it really is a great skill to have.

Some deaf people can talk although it is not a clear concise speech. The deafness affects the ability to speak and some deaf people cannot speak but can make noises. It depends on the extent of their problem.

there are far more ways to listen than to hear son! if you were born deaf you have no reference to know how to form sounds but can be taught comunication in standard ways ie hearing, talking are not the only ways to interact with the world around you you should maybe get to know a deaf person and see 1st hand the adaptive ability of those with dissabilities

As a matter of fact, some deaf people have learned how to speak vocally. They can read lips, and they can feel the vibrations that their vocal cords make. There are a number of notable examples, such as Helen Keller.

They can sort of talk because since they cant hear themselves they dont know what they speaking is sounding like and it kind of sounds like a baby saying words.

some can talk and you can understand what they say, but that is because they are not fully deaf or they go to speech classes. One of my best friends is deaf and i can understand what she says 90% of the time, but sometimes you can't because its like when you have headphones on listeaning to music and trying to talk to someone and you talk really loud so you can hear yourself well if you can't hear yourself its kinda weird try it (put headphones on and turn up the music then try talking but not loud enough so you can hear yourself) isn't it kinda weird.

The problem of the deaf is that if they never heard,they can't can't make the sound.I f a person loose his ability of hearing after a few years after birth,he can be able to talk normal because he knows words and how to pronounce them.

People with hearing impairment can speak if they have been able to hear at one point in their life. However, although capable of speech, being deprived of hearing the sounds, they may not be able to say words properly.

They can talk, but not the same as someone with hearing. Question .. have you ever had headphones on listening to music, and someone has told you not to shout? You can't hear yourself talk, so you can't regulate sound the same way.
