Go for a diesel as it will cost less to run.
All cars made after 2001 are subjected to a new road tax system of price banding, so could be cheaper to tax them as it goes on their emissions. Doctor Watson is right - although it's a carpark, it's still a reportable collision, However, as there were no injuries, you are under no obligation to give insurance details. The Police shouldn't get involved - this was sorted on the day between your wife and other party and is as such now a civil matter. To proceed any further without your insurance details,they'll need to go to the small claims court.However,if you do go through the insurances,your company won't be too impressed that you haven't informed them already, a legal obligation when you've had a collision whether you claim or not.

With 4K you do have quite a few ptions. I'd suggest buying something from a dealer that's at least recertified by the manufacturer. And yes a deisel engine is a wise idea as well.

you have a big choice with £4000, go for a diesel they're more economical. get a fiesta, micra, ka, escort. something that will be cheap on road tax and insurance.
