when i went to fill in the form for a new one i need to have a refernece number from the police when i reported it missing. problem is i never reported it as i wasnt planning on using it anytime soon. what do i do to get a new one, or will i just have to explain to the police and hope i get a reference number?

This is something that should be reported immediately. So, at your local police station, say you lost it yesterday. Tell them you just discovered it gone, and you looked everywhere throughout your belongings at home and at your office, and you cannot find it anywhere.

Do not tell them that it's been lost for over a year. Do not tell them you sold it on the blackmarket.

BTW, if it is a U.S. paspsort, and you are inside the U.S., you do not need a police report at all.

Yeah that's the way things are these days. They need to know that when they issue you a new one that there may be another one out there being used by someone else. You'll have to explain it to the police and get a report or file number.They won't do it any other way.
