I have the misfortune of sitting close to someone who grunts, hacks and sighs all freaking day. He gets up from his desk, he grunts...he puts down the phone, he sighs loudly...and while he is sitting at his desk he hacks...

It's all rather disgusting to me. Even my iPod can't drown it out.

How annoying. Talk to them and tell them ...they may not be aware they do it. If that doesn't work, everytime they do one of those sounds, ask if they'd like a mint..it will get so annoying that they will stop doing those things to refrain from being asked if they want a mint.

I can guarntee you its one of these....A mind form of O.C.D or lower back trouble from the way he is sitting. The only way of dealing with this is to tell him you cant concentrate because of this and ask him if he is in any pain. If not, ask him if its a habit.
Watch how this person sits. If he is slouching on the chair, its back problems. He is supposed to be sitting with his back up straight. If he sits properly all the time and tells you he isnt even aware he makes these sounds, its a mild form of O.C.D .

Ask if you can be moved and tell them why. Say it is very distracting and you cannot deal with it. There is no harm in asking, right? If you haven't talked to them about it, maybe approach them first and let them know how distracting it is. Maybe they don't realize they even do it...bad habits are such that people don't even know they do it. If you get a negative response, ask to be moved.

Ear plug in one ear Ipod in other. It sound like he may have health problems (??) reporting him to the boss might get him in trouble, are his actions enough to warrant you getting him fired? If so, use ear plug AND report.

learn to stone and pretend he doesnt exist. or you could do stuff that makes him annoyed.
