Local laws will be your best bet for a start. If you're really rural, go with county laws. If you can't find your local laws on-line (or in the library) call the Health Dept. who would either look into it or contact the ASPCA to do it.

There is no law on the number of dogs a person can have, as long as they take care of them and provide all the necessities needed for the dogs. Now if the dogs are not treated well or are emaciated that calls for action, call your local ASPCA. And if they are treated and taken care of well thumbs up to that person, many pups and dogs are killed at some shelters for no one wanting them.

There are no laws about how many dogs you can have in Ohio. There are laws about neglect and abuse of animals, and leash and vicious dog laws. There is, however, no limit on the number of dogs one may keep. It should be based on their ability to care for them properly.

Most places have limit laws. Are the dogs roaming the neighborhood? Is he beating them or not feeding them?

If they are taken care of and not a nuisance, what business is it of yours?
