Yes. The Bible says that:

Eze 3:17 Son of man, I have made thee a watchman unto the house of Israel: therefore hear the word at my mouth, and give them warning from me.
Eze 3:18 When I say unto the wicked, Thou shalt surely die; and thou givest him not warning, nor speakest to warn the wicked from his wicked way, to save his life; the same wicked man shall die in his iniquity; but his blood will I require at thine hand.
Eze 3:19 Yet if thou warn the wicked, and he turn not from his wickedness, nor from his wicked way, he shall die in his iniquity; but thou hast delivered thy soul.
Eze 3:20 Again, When a righteous man doth turn from his righteousness, and commit iniquity, and I lay a stumblingblock before him, he shall die: because thou hast not given him warning, he shall die in his sin, and his righteousness which he hath done shall not be remembered; but his blood will I require at thine hand.
Eze 3:21 Nevertheless if thou warn the righteous man, that the righteous sin not, and he doth not sin, he shall surely live, because he is warned; also thou hast delivered thy soul.

Those people who ignored what was happening during the holocaust and did nothing to stop it were partially responsible.

Those people who are doing nothing about the genocide in Sudan right now at this moment are also partially responsible. Forget about the afterlife and get on with life here on earth that is a certainty. Thousands are dying for no reason other than who they are. What are you doing about it? Will you be judged for what you're not doing?

No one can be saved unless the Father draws him to Jesus (John 6:44). It is the duty of the Holy Spirit to convict someone of his sin and his need for Jesus (John 16:9). God the Father and God the Holy Spirit works together to get someone saved. In such circumstances I do not believe God will hold anybody responsible to get someone saved. If God wants you to get someone saved He will move you to do it. In this case the person you share the gospel with will definitely be saved because God has seen the heart of this person being open to him. I do not think God will make you responsible for something He did not ask you personally to do. The commandment to share Christ is in the Bible but it is the work of the Holy Spirit to move you to apply this command in a particular situation or to a person. Many people are offended when the gospel is shared to them because we do not wait for direction of the Holy Spirit to share with them when they are ready to receive Christ. If we move with God to save people saving people will not be a hit and miss.

Your life should be the biggest witness of all; if they've seen your life they should be seeing Christ, without you ever having said a word about it.

And no, you are not responsible, not for their going to hell. But you are responsible for making sure if that person knew you, then they knew of Christs' love.

I do not think you will be held responsible of someone else's choice, but I do think you are held innerly responsible for not telling the person about Christ (maybe from guilt). As Christians it is true that we must share the gospel and it is our duty. However, it is the holy sprit that does work in the person we share the gospel to in order to get them to accept Christ. In Matthew after Jesus resurrection he says to his disciples, "Go therefore all of you and make disclples of all nations baptizing them in the name of the Father, son snd the holy spirit, teaching them all that I have commanded and I will be with you.

That is what Paul believed.
He said that he witnessed to all people, lest their blood be on his hands.

I get the opinion that there are those on this forum that have a dissertation on Hell, that they cut and past whenever the word hell is mentioned.

No, but you will be responsible for the rudeness you recicve for butting your nose where it does not belong. Are you not aware that most so called proffessed christians are anuisance and think it is their responsibility to convert everyone, so do you realize we here the same old line and we are sick and tired of it.

No. Before the foundation of the earth, God knows who will be one of His and who will not. It has absolutely nothing to do with you. A person is either going to be saved at some point in the course of their life or they are not, and God knows who is who. We are given opportunities to share about Jesus Christ with people. If we do not, that is not the determining factor in another's salvation.

Read the Parable of the Sower in Matthew in the New Testament. Evidently someone is using fear to confuse you.
