If she's clearly on her day off, and seems to be in a good mood, the coffee idea is a good one. If you're heading in the same direction, you could strike up a casual conversation. if she's reading a paper, you could talk to her about the day's events. All of these are things to try. . . but be warned, a lot of women get this a LOT, from guys who are less than socially adept. If you get shot down immediately, just remember, it's probably not you, it's the fifty guys who've already bugged her today.

The street isn't really a good place to meet someone.

usually, it isn't done much, but that depends where you live. 5th av. in NYC would not be a good place to try, but in smaller towns it is still a good way to get to know your dream girl.
The offer for a cup of coffee is a standard... otherwise, you can try to ask for directions, and see if you can strike a conversation up from there. it can be done pretty smoothly! Make sure your girl is not looking too hurried, otherwise you are setting yourself up for failure.
