My friend used his parents name to apply for several credit card without their consents, and he used over $15000 total. However his parents refused to pay for his cards, but they don't want to report him either. Therefore they told the credit card company that they did not apply for those card and they can prove it. Those payment are due in the next few month, and my friend plan to flee the country and never come back. He already arranged his flight in the next few week. I was wondering if there's any international law against this action? or the credit card company have any authority to sue his parents? Last time I heard, he was planing to flee to some south eastern asian country. He was borned there, so he can easily reside in that country without any problem.

To correct my last statement, he did not really apply for brand new cards using his parents name, but he apply for additional cards under his parents' cards(he forged their signature of course). Does it make any difference?

Your friends parents will be responsible unless they report their son. They will be brought into court. To simply say they didn't do it and it is not theirs will not be good enough in the eyes of the creditors. The laws vary according to the state you live in. If you guys reside in a consumer friendly state then him leaving to avoid paying the debt is funny since in some states cant take a lot of action. I am very sad to hear your friend would put his parents through all of this and not stand up for his mistakes. I don't think he even realizes the long term effect of what he has done. With a friend like that you will not need enemies.

.Credit card company can file case against the owner of the card. And at the same time your friend's parents can approach court to prove the truth.

There are laws (which are approved internationally) to catch those people.

I doubt it. I am sure he or she will get away with it if leaving the country soon. Credit card companies can always get their money from their insurance.
